Planning Precision at Europe's Critical Maritime Corridor
The Renovatie Rozenburgsesluis is a highly complex infrastructure project situated within one of Europe's most critical maritime corridors. The project commenced in June 2025 with the preparation and onboarding phase, followed by the design phase at VO. The project is currently in the Definitive Design (DO) phase, with the Execution Design (UO) phase to follow and construction works scheduled to start in October 2026.
The Defining Challenge Fixed Closure Window
The temporary closure of the lock is only permitted for a strictly agreed and contractually fixed period. Any overrun would have significant consequences for marine traffic and logistics across the wider Port of Rotterdam area, where the lock plays a vital role in the transport of goods. As a result, planning precision and control are absolutely critical.

Procon's Role
End-to-End Planning & Schedule Certainty
Procon Planning supports the project through end-to-end planning and project controls, acting as a key partner in safeguarding schedule certainty. By combining structured planning, hands-on execution support and advanced risk forecasting, Procon helps create the conditions for a controlled lock closure and the on-time delivery of this critical maritime asset.
- Developing the contractually accepted integrated baseline schedule
- Ongoing maintenance, updating and progress monitoring of the programme
- Facilitating detailed lean execution planning, enabling the site teams to work with clear, realistic and optimised work sequences
- Supporting risk management through iterative schedule risk analysis and probabilistic planning, ensuring the most realistic completion forecasts, even when identified risks materialise
